Functions of AA&QMG

The College Secretariat is the hub of the National Defence College which deals with the entire administration of the College viz. Course Administration, Personal Administration of Faculty, Staff Officers, Course members and Civilian officers and Staff.

The DAA&QMG and Administrative Officer of the College assist AA&QMG in discharging his responsibilities. DAA&QMG looks after all MES Works of NDC. The administrative Officer is responsible for all administrative matters dealt with by the College Secretariat as well as Accounts Section.


Secretariat

(a)   Assist Secretary, NDC in the progress of various cases with Ministry of Defence.
(b)   Up-keep and maintenance of College campus.
(c)   Ensure high state of maintenance of Motor Transport of the College.
(d)   Posting, transfer and administration of all staff.
(e)   Administrative supervision and attending to welfare matters of NDC Civilian and combatant Staff.

Financial

(a)   Maintain and operate Public Fund Accounts.
(b)   Pay and allowances of all Staff and Course members.
(c)   Maintain and operate I&M Budget Grant.
(d)   Receive and maintain training charges in respect of Course members.
(e)   Process all advances for faculty, staff and course members for various study tours and a living allowance of foreign officers under ITEC/SAP
(f)    Maintain all TA & DA claims of Course members for various tours and hand over to them on completion of course

Administration

(a)   Organise reception of members for the new course and attend to their administrative requirements.
(b)   Liaise with Ministry of External Affairs and Home Affairs with regards to the nomination of foreign officers, their registration at FRRO, obtaining requisite clearances for various internal tours, etc.

Internal and Foreign Tours

(a)   Arrange purchase of air tickets.
(b)   Arrange local transportation.
(c)   Liaise with IAF for necessary clearance for airlift by IAF aircraft.
(d)   Liaise with Ministry of External Affairs and Foreign Diplomatic Missions in New Delhi to complete various administrative formalities in respect of Foreign Course members.
(e)   Supervise and obtain diplomatic and official Passports and Visas for Faculty and Course members for Foreign Countries Tour and Strategic Neighbourhood Tour.
(f)    Liaise with ASEAN Regional Forum (ARF) in connection with participation in the ARF Meet by NDC Faculty.

Miscellaneous

(a)   Carry out duties of OC troops for all Service personnel posted/attached to NDC.
(b)   Act as Ex-Officio Member and Treasurer of Raksha Bhawan Board.
(c)   Be responsible for the printing telephone directory and address books.
